PvE fire spec changes in patch 4.0.6:
A buff for sure, pure and simple
This will definitely help us on long fights. Not a very big change in dungeons as the fights generally do not last long enough for mana to be a real issue, but in raids this will raise our overall DPS somewhat.
This is interesting as we could start switching armors during the fight depending on the situation. Before these changes, molten armor was the obvious choice for all PvE situations to maximize DPS. Now we could for example switch to mage armor between combats and during phases where mana recovery is more important than DPS.
Flashburn (Mastery) benefit per mastery has been increased by 12%.

Fireball mana cost has been reduced to 9% of base mana.
Living Bomb mana cost has been reduced by 22%.

Molten Armor, Frost Armor, and Mage Armor no longer cost mana.
Firestarter now allows the mage to cast Scorch while moving (regardless of which armor spell is used), and no longer eliminates Molten Armor's critical strike chance reduction.
